Organization Code

  PREAMBLE
   
  The Organization Code for the JJIF in conjunction with the JJIF Statutes and the JJIF Competitions Rules is the binding document for the holding of International Championships.

The organization of International Championships is the concern of the following bodies : JJIF and the National Ju-Jitsu Federation which has been commissioned by Congress or JJIF.

The National Federation will in any case be responsible to the JJIF for the proper holding of a International Championship. JJIF has final appellate jurisdiction.

Any National Ju-Jitsu Federation hosting International Championships is required to work out a proposal concerning the organization of the Championships on the basis of this Organization Code and the local conditions.

The holding of Championships and the work of the referees will be supervised by the JJIF General Secretary (about organization) and Technical Committee (about technical matters).

This Organization Code is binding for all competitions held under the responsibility and the auspices of the JJIF. It may also serve as assistance and guideline for the organizers of national and other Ju-Jitsu competitions.

The official JJIF Competition Rules must be applied to and observed at all JJIF competitions :
Major Contest Rules modifications can only be made after approval by the JJIF Board.

International Championships shall be allocated by the JJIF after guidelines from the JJIF Congress.

Any International National Federation which is a proper member of the JJIF may apply to hold a Championship. The application must be submitted in writing.

The organizing Federation shall submit its application to hold a International Championship to the JJIF before the preceding congress. After a Championship has been allocated the Organizing Ju-Jitsu Federation shall deposit with the JJIF a guarantee sum of 5.000 Frs Swiss.
This sum shall be return by the JJIF to the organizing federation immediately after the said Championship is terminated in accordance with the statutes, the Organization Code and the Competition Rules to the satisfaction of the JJIF. Should the Championships/event be cancelled by the organizing Federation, all or part of the deposit following a Congress decision may be forfeited to the JJIF for the payment of costs incurred thus far. In case the costs exceed the deposit they may be claimed from the National Federation.

The organizing Federation in the person of the President of that Federation, shall be responsible to the JJIF for strict adherence to the Statutes, the Contest Rules and the Organization Code as well as for the good and proper conduct to the International Championship/event.
   
  OBLIGATIONS OF THE JJIF
   
  The JJIF will give support to the Federation organizing a Championship. The Technical Committee will hold a meeting at least six months prior to the Championship, usually during the Winter Camp or the Congress, at which the host (National Federation) will be given an opportunity of discussing all matters pertaining to organization with the Directing Committee.

The General Secretariat of the JJIF at least six months prior to the World Championship shall send to the National Federations official invitations, the provisional programme, general comments on the organization.

The JJIF is responsible for collecting the registration fees from the delegations.
   
  OBLIGATIONS TO BE UNDERTAKEN BY THE ORGANIZING FEDERATION
  The National Federation staging a International Championship acts on the directions of the JJIF and shall be fully responsible for the proper preparation. On the basis of this Organization Code it shall guarantee all necessary material and personnel conditions. The National Federation shall take all necessary action to ensure coverage against civil liability by an insurance for the duration of the Championship.

The organizing Federation must verify the actual possibility via the responsible authority of the host country that the IF Officials, the Officials of the National Federations and the competitors wishing to take part in the Championship will be given permission to enter its territory. The entry visas shall be valid for 30 days and be available 30 days before the date of the beginning of the Championship. The Federations must abide by the consular date limits.

1. Programme
The Organizer of the Championship shall work out on the basis of the Organization Code a detailed programme containing all dates, activities and sites which are in any way connected with the Championship to be organized. This programme must be coordinated with the JJIF General Secretary and Technical Committee at least six months before the date of the Championship/event . The programme shall be sent to each participating National Federation. A copy of the final programme shall be given to each National Federation and to the JJIF Officials upon arrival.

The Organizer shall communicate to the National Federations the conditions for accommodation and food minimum six months before the date of the Championship. These conditions must be of a decent level.

2. Transport
The Organizer must make available a means of transport to facilitate the arrivals and departures of the officials and participants between the station or the airport and the place of accommodation, and also between the competition hall and training hall and the place of accommodation. These transport arrangements are only made available to participants who stay in the official accommodation proposed by the Organizer.

3. Information booklet and reception office
During the Championship-at least from the date of arrival of the first delegation up to and including the day that follows the last contest of the Championship- the Organizer must set up for all participants a central office which shall be situated, in case of accommodation being provided at several hotels, at the contest site. This office shall provide all delegations with the information needed for the stay and the participation in the Championships. The name of a person speaking English must also be given to liaise with all delegations.
The address and telephone number of the information and reception office shall be communicated to the National Federations and the Officials at least ten days prior the Championship.

The office should be open, if necessary, round the clock (24 hours) at least on the days of the arrival of the delegations. The Organizer of the Championship shall provide training conditions for all delegations as far as possible and if required. Training hours should be coordinated with the delegations and included in a training timetable.
The Organizer of the JJ Championship must ensure that the heads of the delegations control and certify their countries' national anthems (short version) and national flags.
(size : 1,20 m x 1,80 m).
There will be a scale and a weighing room at the hotel (if not close to the Sport hall).

4. Control Pass
For the members of the national delegations (Competitors, Coach, Doctor, etc), the Pass will be set up by the Organizer of the Championships at their arrival.
The National Delegations are asked to fill in the Pass well legibly, in capital letters or typewritten as follows.
It will include : country, family name, first name, date of birth, weight category, signature of the responsible person of the national federation.
The pass will be taken in a plastic bag with hanger for easy handing.
During the official weigh-in each competitor has to submit his/her pass as well as his/her identity document (passport or identity card). The pass is valid for whole duration of the Championships and represents for all controls the personal identity document of the competitor.

5. Competition hall
The competition hall shall be of a representative character and be sufficiently large to hold the required competition areas and shall have a seating capacity of at least 1000 spectators.
If possible, the competition hall should have facilities for providing optimum audio-visual information to spectators and competitors (ongoing and following contests, names of referees for these contests, contests results).

A certain number of seats shall be reserved for guests of honour, President, Vice President and General Secretary and, respectively, heads of delegations of the participating National Federations, journalists and competitors and be marked as such.

The seats for the competitors should be situated as close to the competition area as possible and enable direct access to the competition area.

Standard requirements for competition area (mat)

* Minimum 3 competitions mats (conform to the JJIF competition rules) must be set up in the hall.
Today, generally made of tatami measuring one metre by two metres, made of pressed straw or, more frequently, from pressed foam.
They must be firm under foot, thick enough and have the property of absorbing shock during " falls ".
They must be covered with a plasticized material generally in red and other colours, blue green..., must not be slippery nor too rough.
These elements making up the surface for the competition must be aligned without space in between, be smooth on surface and fixed in such a way that they will not be displaced.

* Each competition area will be equipped with
- one electronic scoreboard
- clocks, gongs, flags in accordance with the competition rules
- one table and chairs for six people

* Two local people speaking English will be put at the disposal of the Technical Committee to liaise in the hall.

5.1) Other facilities
In addition to the tables for the competition areas there shall be a central table for the Jury (in charge of administration and discipline) and other appointed representatives, which shall be equipped with a microphone for central announcements.
There shall be one doctor's table.
Condition shall be created in the competition hall for a possible anti-doping control (separated men and women).
The Organizing National Federation shall provide sufficient medical treatment during the entire competitions.
The local organization must provide a physician doctor who will be in charge for medical decisions over the opinions of national team doctors. The anti doping rules adopted by I.O.C. will be followed.
In addition to this an ambulance should be on stand-by for transporting injured competitors to hospital. A nearby hospital should be notified to be ready for emergency treatment.
There must be dressing rooms with showers and places for changing about 130 competitors, a first aid room, massage benches, a recreation room for the Directing Committee and the referees, a warming-up room equipped with tatami, a working room for the Press, and a lunch-room. Two rooms should also be available for Technical Committee and for Referees meetings. There must be a bar-buffet available with drinks and snacks.

5.2) Recommendations about requirements of the Press
A working room with tables, chairs, wall-sockets shall be provided. Within this room the telecommunication unit shall be installed (under the auspices of the National Telecommunication Service of the organizing country). The basic structure of this unit shall consist of two telephone booths (either for cards or for coins). The Organizing Committee shall bear the costs for this telecommunication unit (installation). The journalists shall pay for their private lines and, of course, for their communications.
An efficient and immediate results service shall be instituted, the contest sheets being distributed by couriers to the press.

6. Ceremonies and Awards

6.1) Opening ceremony
Official opening ceremonies shall be part of any Championship.
All participants should take part in this ceremony in training suits.
The opening ceremony should be limited to 30 minutes approximately.
For the good image of Ju-Jitsu the organizing country is responsible to put carpets on the mat to avoid people walking with their shoes on the mat.

The opening ceremony shall comprise :

a) March-in of the participating countries (competitors and coaches) in alphabetical order according to the official list, the host country being last.

b) In front of each participating country is carried the national flag or the flag of delegation and another name-board bearing the name of member, in full or abbreviated, written in language of the organizing country, or Olympic names or abbreviations. (Flag and board bearers are from the organizing country).

c) Playing of the national anthem (shortened version), while the national flag is raised.

d) If required, welcoming address by the President of the Federation of the host country and/or/by an official representative of the organizing country.

e) Opening by the President of the JJIF.

f) Presentation of the JJIF Officials.

g) March-out.

6.2) Prize-giving ceremony
The awarding of prizes shall be carried out immediately after the end of the last final of the day.
A podium will be put in place. The medals must be provided (carved with the date, name,
place of championships) by the Organizer they include, 1 gold, 1 silver, 2 bronze by category. According to the JJIF Competition rules, there are 8 " individual " and 3 " duo " categories. (14 gold, 14 silver, 28 bronze).

Three cups must be provided in addition for special award (ranking by country).

The proposed package for the participating countries for the stay must include :

- the relevant number of hotel nights
- the evening dinners
- the gala dinner

The Organizer is responsible for collecting money.

The stay for the JJIF and EJJU Board (cost for 10 people) is provided by the Organizer.

8) Sponsorship
The JJIF doesn't impose currently any constraint for publicity in the hall.

The Organizer may use the back of Ju-Jitsugi of the competitors to advertise. It is the responsibility of the organizer to fix these back identifications on the ju-jitsugi.
The size should be 30 x 30 cm.

The Organizer is recommended to put in place an " Organization Committee " which can be organized in sub-commission as indicated in the check-list of the annex jointed to the present Code as an help.
